Summary

The Arkansas Department of Education (ADE) Finance Program Coordinator is responsible for planning, organizing, and coordinating the work of a unit, reviewing public school records and reports, analyzing data, compiling statistical data, and calculating distribution formulas. This position is governed by state and federal laws and agency/institution policy

Functions

Supervises a professional and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Plans and coordinates the research, compilation, and analysis of data to provide statistical and/or funding formula information to school district administrators. Provides technical assistance and interpretations of state laws relative to budgets, funding, and accounting procedures for school district administrators and state officials. Develops and recommends new and revised policies and procedures to respond to changes in state laws, operational needs, and objectives of the work unit. Develops and participates in seminars and workshops to provide information related to fiscal and or organizational management for school district administrators. Determines staff, material, and equipment needs for work unit to develop budget request. Reviews and maintains legislation pertinent to education in Arkansas and various files, including school district budgets and statistical reports. Performs other duties as assigned.

Dimensions

Some overtime work may be required. In-state and out-of-state travel required.

Knowledge, Skills and Abilities

Knowledge of public school financial practices, business and accounting principles, and automated financial systems. Knowledge of governmental accounting standards and the current federal and state laws regulating school business. Knowledge of data required and collected for statistical purposes. Knowledge of principles and practices of organizational management and financial analysis. Ability to interpret and apply laws and regulations. Ability to plan work unit objectives and operation activities, organize, and direct the work of subordinate supervisors.

Minimum Qualifications

The formal education of a bachelor's degree in accounting, business, public administration, education, or a related field; plus five years of progressively responsible experience as a district financial officer, comptroller, chief financial officer, CPA, or related field, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
