Federal Programs
The unit consistently collaborates with all local education agencies that are sub-recipients of Federal Grant Program funds to supplement and complement the efforts of local school systems, the private sector, public and private nonprofit educational research institutions, community-based organizations, parents, and students to improve the quality of education.
This office provides technical assistance when guiding schools in their efforts to apply ‘best practices’ in fiscal and programmatic matters. It will maintain communication efforts not only in the program planning stage but also in the implementation stage.
Resources
Federal Programs Programmatic and Fiscal Monitoring Guide was developed to provide a comprehensive review of the federal programs monitoring processes and tools across federal granting authorities. The purpose of this tool is to give uniform guidance to sub-recipient monitoring. It is intended to be used yearly by the Division of Elementary and Secondary Education (DESE as a guide during subrecipient monitoring programs and can be used to monitor previous years. It should be used with Local Educational Agency (LEA) risk assessments. Along with this monitoring guide, risk assessments provide LEAs
and State Education Agencies (SEAs) with yearly determinations if grant purposes are being met, identifying programs before monitoring or an audit, and clarifying program requirements and expectations. Not all federal programs or items apply to all recipients. Items that do not apply are marked as "Not Applicable."

Complaint Procedures
The Elementary and Secondary Education Act of 1965 (ESEA) requires the state educational agency (SEA) to investigate any complaint provided to the SEA.
Any individual, organization, or agency (complainant) may file a complaint with the Division of Elementary and Secondary Education if that individual, organization, or agency believes and alleges that a local educational agency, the state educational agency, or an agency or consortium of agencies is violating a federal statute or regulation that applies to a program under the ESEA. The complaint must allege a violation that occurred not more than one (1) year before the date the complaint is received unless a more extended period is reasonable because the violation is considered systemic or ongoing.
