The Division of Elementary and Secondary Education (DESE) approval is required for any Institution of Higher Education (IHE) prior to implementing a new program of study that prepares candidates for educator licensure in Arkansas. 

The process for submitting a proposal for an Arkansas licensure program is located in the document below. This document includes information for new first-time licensure and endorsement programs. It also includes information for revisions to current programs.
