Quality Matters (QM) Certification

To support high-quality digital learning across Arkansas, the ADE now requires all approved digital learning providers to obtain Quality Matters (QM) certification for their courses. To help providers implement this new requirement successfully, ADE has developed a phased implementation plan designed to make the process more manageable. While many providers may already have QM-certified courses, only courses that have been certified specifically for alignment with Arkansas Academic Standards will be accepted for approval. 

 

Phase 1: Template Review (2026-2027)

Applies to courses that will be offered in the 2026-2027 school year. Proof of certification or approval is due by May 30, 2026.

Requirement
All approved digital providers must earn QM’s Template Review approval (or equivalent process) to verify high-quality course design and development practices. ADE will accept templates certified against QM’s 5th Edition or 6th Edition rubric.

  • Providers with an existing approved QM Template Review must have at least 10% of their Arkansas-offered courses fully QM-certified in addition to the template review. 
  • Providers offering 10 or fewer courses have the option to complete a Template Review or have all courses fully QM-certified.

Note: Providers unable to meet the template requirement due to their program structure will be expected to meet Phase 2 requirements by May 30, 2026.

 

Phase 2: Core Subject Areas (2027–2028)

Applies to courses that will be offered in the 2027-2028 school year. Proof of certification is due by May 30, 2027.

Requirement
All English Language Arts (ELA), Math, Science, and Social Studies courses must be fully QM-Certified (via a Template/Content or Full Review).

Note: Providers that do not offer any of these courses will be expected to meet Phase 3 requirements by May 30, 2027. 

 

Phase 3: Priority Courses (2028–2029)

Applies to courses that will be offered in the 2028-2029 school year. Proof of certification is due by May 30, 2028.

Requirement
In addition to meeting Phase 2 requirements, providers must ensure the following priority courses are fully QM-Certified (course review level):
