Direct Billing : School-Based Mental Health

School Districts and Education Services Cooperatives (ESC) may be approved to seek Medicaid reimbursement for mental health services provided for students by a public school employed mental health professional.  LEA providing Medicaid reimbursable School Based Mental Health Services must first complete the ADE SBMH Certification process and adhere to the ADE SBMH Provider Manual, prior to completing the Medicaid Provider application process. 

Application Process

The following process is necessary for school employed providers:
 
Once a district decides to seek reimbursement for School-Based Mental Health, the district must submit a ADE Certification Manual Application. 
 
 
Upon receiving a Certification Approval Letter, the school district will submit an Arkansas Medicaid Provider Application.

Confidentiality 

Confidentiality of all client records should be maintained according to Title 42 according to the Code of Federal Regulations, Part II. 

Parental Consent for Services 

In compliance with the Family Education Rights and Privacy Act (FERPA) (20U.S.C. & 1232g; 34 CFR Part 99), parental consent is necessary to share identifiable information/student education records to be disclosed to Third Party Billing Vendor for the purpose of billing Medicaid and/or private insurance.
 

Extension of Benefits

An LEA may provide up to three therapeutic sessions before a PCP referral is required. If a student is in need of additional services beyond designated service thresholds, the LEA may seek approval for an extension of benefits via eQHealth suites.
